Using a stand mixer or hand mixer, combine butter and sugars until combined. Add eggs, milk, and vanilla.
In a separate bowl, sift together the flour, baking soda, and salt. Add flour mixture in 3 stages, mixing the dough until flour is incorporated after each addition.
Add oats and chocolate chips, mixing until just combined. If the dough is too stiff, use a spatula to incorporate the remaining ingredients.
Using a cookie scoop, scoop dough onto a parchment-lined baking sheet. Bake for 14 minutes, or until the desired crispiness is reached!
