Start by making the potato slices. Preheat oven to 400 degrees.
Drizzle potato slices with olive oil and sprinkle with salt, pepper, and garlic powder.
Arrange on a parchment-lined baking sheet and bake for 12 minutes.
Remove from oven and flip. Return to oven and continue baking until golden brown and slightly crispy. Remove from oven and allow to slightly cool as you prep the remaining ingredients.
To assemble, top each potato slice with about 1/2 to 1 full teaspoon of whipped cream cheese. Top with smoked salmon, a slice of red onion, and a sprig of fresh dill.
